Education Endowment Foundation and the North East project

I'm trying to find out the bigger picture for reading instruction in the North East of England and what kind of investigation may have taken place prior to the Education Endowment Foundation ploughing a lot of money into specific interventions that have been researched by the EEF:

I'm looking into whether there is an existing report about reading instruction provision in the schools in the North East.
